This report applies UNAIDS' "cost of inaction" framework to examine the consequences of underinvesting in SRHR and HIV services for young people (15–24) in South Africa and Zimbabwe, a region where the stakes are especially high given that impacts on youth carry forward across most of their lives.  It calculates the current costs stemming from three areas: adolescent pregnancies, HIV acquisition, and gender-based violence, resulting from unmet SRHR needs, establishing a baseline that can inform the costing of alternative policies and support a full cost–benefit analysis going forward.
